SC/ST's seek Self-Employment Loans

The Cabinet Committee for SC/ST Sub-Plan conducted a meeting over the implementation of SC/ST Sub-plan funds at Ambedkar Bhavan here on Saturday in Kakinada. A huge number of SC, ST people and their organisations attended the meet to submit their appeals. The East Godavari district branch of Andhra Pradesh Scheduled Castes Welfare Association sought the SC, ST  Sub-Plan Committee to help provide direct loans to the unemployed from the SC Corporation without bank linkage. According to this, the Association General Secretary, Mr. Gaddam Ravindranath Tagore submitted a memorandum to the committee mentioning several issues. He said that there were several unemployed youth and that it is necessary to formulate executive instructions or an act providing 15 per cent reservation for schedule castes in private sectors. He requested the committee to fill up of backlog vacancies in various departments and strict implementation of prohibition of  transfer of assigned lands. He suggested that the committee shouild provide implements and in put subsidy to SC farmers to use their assigned lands for cultivation. He said the study centres should be established for SC students appearing for various competitive examinations in  Kakinada, Amalapuram & Rajahmundry areas. Later, several SC organisations requested the committee to allot lands for burial ground in the villages in the district by bringing compulsory land acquisition, if necessary. They said that pre-metric scholarships should be given to the SC youth. Responding on this, Deputy Chief Minister Mr. Damodar Rajanarasimha stated that, he was ready to submit his resignation from the post if the Government failed to provide constitutional status to SC/ST Sub-plan funds. He said that the special legislation should be enacted for the implementation of SC/ST Sub-Plan to prevent diversion of funds being allocated for their welfare. Minister of State for Defence Mr. M.M Pallam Raju, Minister for Animal Husbandry and Welfare Mr. Pinipe Vishwa Roop, Minister for Stamps and Registration Mr. Thota Narsimham, Minister for Social Welfare Mr. Pithani Satyanarayana and other Ministers & MLC's participated in the meeting.
