"Lagging Behind" : ATMA

Agricultural Technology Management Agency (ATMA) is struggling with many problems like lack of staff in the district. The fund of Rs. 198 lakhs is yet to be released for the year 2012-13 to ATMA, new funds release is stopped as funds released previously were not spent. Fund allocated to this is shared 90% by Central and 10% by State Government. ATMA works individually even after being affiliated to Agricultural Department. Collector as a Chairman should design development plans including this with Horticulture, Fisheries and Animal Husbandry. Farmers should be sent to other states for training inorder to get expertised in technical methods of farming and also on how to sustain the crisis of Complex Manure. Even after three years ATMA has not reached to this position to implement all these due to lack of staff. Till now they have recruited only 12 Block Technology Team Managers out of 18 Blocks in the District and 36 Motor Specialists as subordinates, two per each block should be recruited but till now only one person has been appointed. All these staff work for Block Farms Advisory Council along with farmers for advising them on Integrated Crop Protection, Sand Testing, Protection from Pests etc. They have to select farmers based on scientific methodology they follow. This year they have selected 810 farmers but they are unable to allocate funds even after having funds with due to lack of funds. They wish Governmet should take steps to solve these problem.
